Tripp Scott’s Paul Lopez Appointed As Receiver In FTC Action Against Alleged $91 Million Fake Health Insurance Scheme

Tripp Scott announces that Paul Lopez, president of Tripp Scott Law Firm has been appointed as Receiver in the matter of Federal Trade Commission v. Innovative Partners, LP, et al., currently pending in the U.S. District Court for the Southern District of Florida. The Court also authorized Tripp Scott’s attorneys Chuck Tatelbaum, Jennifer Wahba, Corey Cohen and David Ray to serve as legal counsel to the Receiver.

The Federal Trade Commission filed suit in April 2026 against Innovative Partners, LP (d/b/a Innovative Health Plan), American Collective LP, Health Plan Administrators LLC, Papyrus Green Investments LLC, and individual defendants Ahmed Ibrahim Shokry and Amani Ibrahim Shokry, alleging a nationwide scheme that defrauded consumers out of approximately $91 million.

According to the FTC's complaint, telemarketers working for the defendants allegedly impersonated government health insurance marketplaces — including platforms associated with the Affordable Care Act — as well as well-known insurance carriers. Consumers seeking coverage, as well as those who already had insurance, were allegedly misled into purchasing what were represented as comprehensive PPO health plans but were, in fact, worthless ancillary products and medical discount programs that provided little to no real coverage.

Following the filing, a federal judge issued a temporary restraining order and froze the defendants' assets to preserve funds for potential consumer restitution. The FTC is seeking full consumer refunds and a permanent injunction barring the defendants from engaging in similar conduct.

As Receiver, Paul Lopez will work to preserve, marshal, and administer assets subject to the court's jurisdiction, with the ultimate goal of maximizing recoveries for harmed consumers.

"The role as receiver is to act swiftly and transparently to protect the interests of the consumers who were allegedly deceived," said Paul Lopez, president of Tripp Scott. "I am committed to working closely with the FTC and the court to ensure that all available assets are identified and preserved."

Consumers who believe they may have been affected by the defendants' alleged conduct are encouraged to visit the FTC's official case page for updates and information on potential remedies: https://www.ftc.gov/legal-library/browse/cases-proceedings/2423043-innovative-partners-ftc-v
